Intelligence Czar Can Waive SEC Rules

According to a story from BusinessWeek, Bush has given intelligence czar John Negroponte the ability to let public companies not report information required by the SEC. The move came as published reports said that phone companies had shared phone call records with the NSA. One question among many is whether the two developments are related.

Damn! Can he do that? (I mean 'pass' powers originally assigned to him to another, it just doesn't seem right.)
